Proposition 21, Tough choices for park funding (Post #18)

Today California's 278 state parks are suffering from underfunding (see here) which has led to problems ranging from collapsing infrastructure to rising crime rates due to lack of rangers. Just last year the governor attempted to close state parks in California in an attempt to make up budget short falls, Californian's would not have it and parks remained open. Backers of Prop. 21 would like to add an extra $18 to every Californian's annual car registration fees. This would raise $500 million annually to support the parks, "the places that make California California." In return for the $18 Californians would have free day use at any state park. Several tax payer organizations oppose this proposition as "ballot box taxation," and are concerned about where the money will really go. How do you feel about this issue are people ready to pay an extra $18 per year? Does everyone use the the state park system? Is this a good way to generate funds? Are the state parks worth having?   1. i love California's state parks. with the way that we as a race are growing, preserving the earth and its natural beauty is a necessity. it simply won't happen on its own, we need to take an active roll in preserving our planet. i wouldn't mind paying an extra 18 bucks to keep it alive.

    California State Parks are very pleasant nature places but not everyone visits them as much as others do. I think this $18 would however be not such a bad idea but it may be an issue for others.

  3. I support prop 21, though i do think that tacking on $18 to the already high registration fee will be tough for some families that are suffering from the economy. I do believe that with time, if the prop were to pass, it will stimulate the economy.

    look, in this economy no one has the time or money to be visiting state parks and enjoying all they have to offer. 18 bucks could be better spent on necessities to some families not on state parks that they're never going to visit anyway.

    i think prop 21 would be a good thing to have. we should try to help our parks because they are such a huge part of our environment. they bring life to our land. without them some places would be boring and plain. $18 would be a hassel for some people but i think it would help the parks' funds in a big way. prop 21 could help us dramatically i think.

    I think that the extra $18 on top of the registration fee is a good idea. It will generate funds to help keep the state parks looking beautiful and staying safe. An issue for many people is not knowing that their money is actually going straight towards helping the parks. Some people are concerned that the extra money will just be used in some other way by the government and it will be a waste. For many, the extra fee may be difficult to come up with, but it may also be an incentive to take day trips more often to state parks because they will be free. If this prop isn't passed, it is possible that we won't have such a beautiful state to live in anymore.

  7. Prop 21 sounds like a very promising proposition. It is only $18 more than what we pay and it will go to a great cause. Plus, the free day use at any California state park sounds nice to me and I'm sure it sounds good to the majority of Californians. Keeping our state parks open is very key for Californians to stay in touch with their environmental side.

  8. California's state parks are places were family and friends gather and they should never be close. I think it's fair to pay an annual fee of $18 because we all used state parks and we need them because their a form of distraction.

  9. State parks are beautiful and they preserve the natural soundings in California , I will happily pay $18 dollars a year to ensure the state parks stay open. If passed the parks would stay open and as under "Vehicle gains support" California residents would not pay for daily entrance to the state parks. This is a great idea to help save the par systems.   10. Being an avid outdoors man, i believe Proposition 21 should pass. As pretty much everyone already said, I think the parks are pretty, they should stay open and beautiful, and the free day use sounds amazing to me. I think if we allow our parks to close or fade into messy, crime-ridden oblivion, an important part of the Californian genome will be forever lost. It is of the utmost importance, in my eyes, for all to be respectful of an enjoy nature. Proposition 21 will enable this to be available for all CA residents.

    The money for parks should come from somewhere else. Sure parks are valuable and people enjoy them, but the money should be raised from the people who use them rather than people who rarely do. It seems like vehicle registration has become almost like a bank account for the state. Not too long ago it just about doubled when the reccession hit, now they want to raise it by almost $20? If we allow this than it will just keep on going up.

In my opinion 18 dollars per year isnt very much, but not everyone goes to state parks or uses them, or simply because there is not state parks close by.I do however love the outdoors and nature so i would support proposition 21 it is truly beautiful.I think it is a good way to generate funds, if not how else could they? they are deffinately woth having

  14. so....people want the parks open, less crime and less collapsing infrastructure but are not willing to pay a 1 time fee of 18$ for annual all day use.... to the american people i have only this to say; "suck it up! it's an annual 18$ you got that much under your couch! quit whining and help preserve nature." thats my 2 cents.

  15. Not everyone uses the state park system, so those who don't use the system would not like to pay for it. I think that keeping national park open is good for California. Paying an extra $18 per year seems as a good start off in my opinion because personally to me, it isn't too much or too little.

  16. I don’t think charging $18 more on California’s car registration is a good way of making more for the parks. Not everyone uses the state parks facilities therefore charging them for something they do not use, is unfair in my eyes.

  17. I don't believe it is fair to pay $18 for something you do not use. Not everybody in the state of California attends the national parks, so it would be unneccesary to have to pay for something you will not use. $18 may not seem like alot of money for some people, but for others money is really tight, and they cannot be affording to spend almost $20, for something they will never use.

  18. Eighteen dollars is a reasonable price to pay in order to preserve our state parks. And though not everyone uses the parks, they should, and so the one day free pass is a good incentive for people to go and check out the natural beauty of California.

    I agree with Hailey that 18 dollars extra is very reasonable if it means the state parks will be safer. Every summer my family goes to Grover Hot Springs (one of the many state parks)and we love it! However, when we tried to make reservations this past summer, we couldn't right away because they said the park might shut down. We were extremely disappointed, but thankfully they didn't shut it down. The state parks are worth having because they are very beautiful. I understand that not everyone goes to state parks, but they could start going especially if the day use is free.

  20. i think it is good that the state parks are being kept open and looked after but think that there has to be other ways to make the money. if all state parks were to be open to all for free, that would benefit everyone that goes to a park regularly. Everyone else would be unhappy that the government is getting another $18 out of them. california's parks are something that make it what it is, but is it worth making so many people unhappy

  21. State parks is one of many great aspects that makes California such a great state to live in. State parks are also places which families go to have a great time. If funding state parks means paying an annual $18 car registration fee then so be it.
    It has been mentioned in other blogs that the fee is unfair because not all people go to state parks. I believe that because of the free entrance that will be given at state parks more people will visit them, and thus the percentage of people who don't visit them will decrease and more people will end up paying for something that they use. There is also metion of money not being use for its purpose. In this case i think that we just have to trust the government in the actions it takes.

    I think that the public won't be willing to pay an extra 18 dollars to use the sate parks. I know its a one time deal, but seriously, how oftn will that person visit the state park? I know that I don't visit the state parks very often. Who is going to pay 18 extra bucks to visit the state parks two to four times a year. I guess it could be motivation to go on trips more often but in today's society, 18 dollars is expensive.

  23. I believe its okay to pay $18 for the state parks to help keep them open and in better condition. It's also good for the environment. Then i also feel its a waste of money and time to pay $18 for the state park when you won't even be going there all the time, some people may, but i know i wouldn't always be at the state park;therefore, i think its not even worth it. I really don't mind, I'm for both opinions.

  24. I believe that we should keep our state parks because it's important. I know many people wont agree to pay extra $18 but who ever said that keeping things in good condition was inexpensive? It's not like we have to pay $18 everyday, if that was the case then i wouldn't agree with it. But i think people should support this because it will help our environment look fantastic and it would also be helping everyone.

  25. I think that people are not ready to pay extra money for car registrations. The economy is so bad right now that a lot of people are struggling to survive right now, so any more unnecessary expenses are not needed. We would do better to lower the cost on car registrations.

  27. I don't think that adding an extra $18 to car registrations would hurt, but for some people that $18 may add up and they may not be able to afford that. No, not everyone does use the state park systems. I've never been to a state park. Yes, the state parks are nice to have, but I don't think we NEED them.

  28. I think that paying 18 dollars extra in their car's registration is not much. A car's registration is not payed monthly so the charge would not be much of a burden. Although not everyone uses the parks they should still contribute. We all contribute to the greater good at some poin, like unemployment.

  30. Seriously, if a simple registration fee would keep our state parks open, I would deffinetly be willing to pay. We all know how frusturating it is to have to pay every time that you go to a state park (I dont know about you guys, but my family frequents the state parks) and this fee would actually be alot cheaper then if you added up the cost.

    We should vote yes on this for sure.

    I believe it is a wonderful idea. Not all people use state parks but maybe having free day use will encourage more people to go to the parks. I have been to several and some of the prices to get in are astronomical and really hard to get into. Though this would increase the amount of money they would receive it would also increase the amount of money they need due to amount of use and possibility for more crime. so it has good and bad views to it but its only $18, you can't get much worth as much as parks will be for $18.

    I believe it is somewhat worth it because its just 18 bucks but then again not everyone has just 18 bucks for their cars. i also belive that they should just get rid of some of the small and pointless parks. There are smaller versions of some parks nad it wouls be best to keep the realy good ones even if it means a travel.

  35. I dont think everyone will be in favor of paying 18 dollars more on their car payments. However, I still think it is important for the parks to stay open. Perhaps there is another way...then again, 18 dollars really isn't that much of a price to pay for free use of our valuable state parks.

California state parks are not always used by people.Yes its is a fun thing to do when people want to experince nature but in this economy that we are facing we dont have time or money to woory about parks.We want to get people jobs not fun at a park.I dont belive a 18 doller car registration fee in neccessary at the mommment.

    California state parks are a wonderful place to visit. Whether you like bird watching, hiking, or love to get out of the house for a breath of fresh air, state parks will always be there. I think if it meant that an extra $18 would be paid for free year around admission to state parks, more people would participate in the transaction, espically if it went to preservation. Its understandable that not everyone uses the state park system, but to thoes who do appreciate nature would greatly benefit. It some ways it is a good way to generate funds because you'd be contributing to helping keep the parks open and such, but not everyone is going to feel that they should pay the $18. State parks are worth having because helping them thrive is like giving back.

    I believe that the state park are very important to mantain because that is our natural parks and bring life to california, our natural places that aren't turning into cities or being destroyed. I think that a small fee would be worth it for everyone to pay, even if everyone doesn't go to them. We all have to pitch in to keep the beauty of these places and they'll be free and open to everybody. Even for the kids, they need these places. I think that it is a good plan.

  42. not all people go to the parks daily some people dont even live by parks its not fair to make people pay an extra 18 dollars its important to keep the parks safe and a clean enviroment for the children animals and people. the people that get caught doing things in a park should pay a good amount of money that can provide the park in good conditions crime has encreased but not everyone is part of it people who are in jail should give there time to clean parks and areas people use for example when an owners dogs pop ,the owners should be responsible for picking waste up people should also not litter.

  43. I think that Prop 21 is a great idea. The people who actively attend and care about our state parks will have no problems paying the extra money. State Park interest may also increase because they will be cleaner and a lot more safe with the extra money. Free State Park day is also a great idea.

  45. i believe that california state parks should not be closed down and that $18 dollars isnt a huge amount of money, but when it comes down to it many people wont want to pay it because it is money going to a cause that they probably dont care about. I belive that state parks should be kept open, but this money wont help our economy, and people are to selfish to give $18 to help keep the parks open because they wont feel it is necessary

    I believe that preserving california's parks is the best choice anyone can make, because that is part of nature, and part of us too because it is nice to look at beautiful scenery, not the same things all the time. I also think that $18 is not that much to pay to keep beautiful places like parks are, and sometimes people use those $18 for other things that might not be worth on using.

  49. I don't really go to state parks often, if not at all. But 18 bucks isn't that huge of a fee to pay, so I don't think it would be a terrible idea for the 18 buck tacked-on park fee. My concern is whether or not the money would be spent the way the people want it to be spent. I don't trust the government to be responsible with that kind of money.

    $18 is not nearly as bad as many other national or state parks. For example it is about $60 to get into Glacier National Park. If Glacier was worth $60 any park would be worth $18.

  53. It's great to preserve parks and stuff but I don't think i'd want to pay that extra $18 fee on resistration every year. It's probably because I don't go to state parks often. Now if this was towards national parks, I'd be willing to pay it becuase I go to those parks.

    well here is the situation in the end the parks will fail to be helpped because the issue will be money people will worry about its true use others just dont want to be taxed and some just dont care but in the end the park will be neglected because the argue over money will arise will 18 dollars help? who knows but to those who are broke it will hurt so things need to be handled a better way and better explained or this will remain an unslovable issue

    People in the community shouldn't have to pay the extra 18 dollars. If the economy is suffering then tough luck not being able to go to the parks. If people really want to go them they should pay for that, but the government should be paying for stuff like that.

    Adding a little more money to car registration to keep the state parks open sounds like a good idea to me. Sure, some people might be mad about having to pay it because they don't go to the state parks, but with this they could have a free day to go! They won't have to pay any more than they already have. :) Plus, not all of society agrees on anything. If they didn't pass something because it would piss some people off, NOTHING would EVER get passed! I think this is a good way to generate funds and it state parks are an important thing to keep in California. They're a tourist atttraction. Tourist attractions = more revenue. :)

  59. To be honest, I'm slightly confused about this proposition. By taxing car registration, do they mean some special registration you have to pay to get into the parks? Or is it every car's regular state registration that they get every year?
    If it is the former, then I think that this is a fine idea. People who appreciate parks should want to try and preserve them, and I can't imagine too many people opposing this if it will keep these areas around for a long time.

    If it is the latter, while I do think we should support our environment, I don't think that it is necessarily fair to tax people who have little or no interest in the parks, and will not take the opportunity to visit them whether or not they are given the free day-pass.

Aa for making car registration more, no because its just one more payment people wont be able to make. theefore they wll just get behind on there bills even more. the parks need to find a different way to get the money they need in this economy

  64. I don't think that making people pay an extra 18 dollars on their vehicle registrations is a good idea, because some people could barely come up with the fee now, so an extra $18 would hurt them. The state should look some where else to find money to fund the state parks.

    Prop 21 is essential to maintain some if not all of the wonderful state parks we have in California. I myself would not mind paying a $18 fee once a year to maintain these parks. I would vote for this prop if I was going to be 18 before this election. It is very reasonable and should be passed.

  66. I think the prop has a good point. California's parks really are an important aspect of our state and personally I believe the state as a whole needs to put a little more attention on them. So what if not everyone uses the parks. One day you will! Parks are what we have left our beginning days and it's a part of history. I think this prop will help the funding for state parks which will be awesome. Also, people in general need to stop complaining about taxes...where else will things get payed for!? A genie?! Either stop complaining about taxes or deal with the problems we face.

  67. i agree with ivan on this one. people are barely making their payments now so what would another 18 dollars do to them? this could hurt famalies that are falling from a lack of money. the state needs to look somewhere else for money to provide for the state parks. i think they should maybe go a little less and hope that they can make more money that way.

  68. Prop 21 is a good idea and also a bad one. I believe its good because the parks are in bad condition and need to be cleaned up and all that stuff. The problem is we do not know if the money collected for the parks will actually go towards them. Some people can use those $18 for other important things. Some people may even have a lot of vehicles and it will be harder on them. Those people may never even visit those parks. So who knows if this prop will be worth it.

  69. I think that this Proposition is reasonable as long as it makes sure that all funds obtained for the benefit of the parks actually go to the parks. Also, my mom really supports this Proposition because she works for the Department of Parks and Recreation, so it would really benefit her department. Some people may oppose the $18 registration fee because maybe they don't go to state parks at all, but that's a sacrifice they should be willing to make to preserve our state's beauty and maybe even lower prices to get into parks so more people go.   70. It's sad to see what's happening to the state of California. Everything from the infrastructure of our cities, to the integrity of our state parks have been effected by the current economic crisis. Will Proposition 21 solve the funding issues with regard to our state parks? No, absolutely not. More government isn't the solution. We need to solve our economic problems first before burdening the middle class with more taxes.

  71. i think that the $18 a year is only a small fee that everyone should be able to play. it is nothing compared to what we spend on a monthly bases, and should be a piece of cake to save up in a year. not only is it a very small contribution, but it will lead to a ton of money from tourists!!! people come to california for the scenery; the coasts, the redwoods, yosemite, etc. people pay to get in, pay to camp, buy souvineers...that is a lot of money that would go away if our parks were not kept up and monitered by rangers. i think that the $18 is nothing compared to the money we would lose if we let our parks go.

    California State parks are gorgeous, I absolutely loveeeeee going to Yosemite with my family yearly. I believe we should keep up on our states pride and joy. People come to California to observe these breath taking sights, and honestly an extra 18 doll hairs a year is not that bad compared to endangering wild life, and ruining the up keep on these attractions.

    I don't think taxing $18 on the car registration is fair. Not all people have a car, so shouldnt we all get taxed??? If the state starts to make people to do there community service, it would clean the parks and get people's hours done. Not all people go to state parks so i can understand why they wouldnt want to pay. Also i think that since our economy is in such a recission, people that are pulling money from the state left and right should start to have to work for there needs instead of making all the others pay for them.

  75. I think making people pay 18 dollars is not a bad idea at all because it will help the parks alot. Having these parks doesnt do any bad to us it just gives us more jobs and more people have somewhere to go to enjoy and have fun. I think prop 21 is a great idea.

  76. I think paying an extra $18 dollars to help parks is a great way to generate funds. Parks help preserve California's natural enviornment, which is very important to me. Almost everyone in CA uses the park system, and if the prop is passed more people will probably go to the parks.

I believe it is not a good way to come up with funds and another of my concerns is: is all that money going to the state parks? And what will it be used for? Maybe lowering it from 18 dollars to five dollars is better because not everyone uses the state parks system.

  78. The truly sad thing about prop 21 is it shows how greedy people can be. While I understand how much a difference $18 can be for some people, are our state parks really worth so little? I believe that the prop is a good idea and will help exponetially in funding parks, however having the government specifically state where the money will be placed could cause some complications. Marking the money for one specific area might not be broad enough and would cover one thing but not another. We can't have the money cover only fire expenses when an earthquake could be just as likely. When you put things into perspective and how much the parks mean to Californians already $18 seems a very small number.

  79. I don't think the extra $18 a year is a good idea. People are having a hard time as it is and even though it's only $18, that's still money out of peoples' pockets. I do think our national parks are important but not everyone uses them so i don't think people should have to fund them if they don't visit. While the free parking would be nice, not everyone gets the advantage of being close enough to visit the parks.

  82. I think that this proposition in a great way in which we can help out our environment. It is only 18 dollars and I am sure that for those that are not able to pay that money , there will be a waiver of some sort. However, there are plenty of people who would spend 18 dollars for something that is unimportant and instead they should pay to help keep our state clean and beautiful. As long as the people paying the tax know exactly where their money is going, it should not be a big deal to pass. Although many people do not go to our national parks, this can be seen as a gernarous donation. When giving a donation, you are not expecting anything back but hoping to be able to help out. I wish to see this proposition pass.

I feel that we should help to keep state parks alive, but maybe through a different way. $5 could be added to the fee and money could be collected maybe every time the bathroom or shower is used. Maybe fees can be placed on certain parking spaces and other things that people may not be forced to use or get so not everyone has to pay the same fee, but those who have more can support by using facilities or certain parking areas more often. These parks may be the only real nature left in the world as the future progresses so it is important to keep them alive.

I think that that its a good idea on trying to save the parks but getting the money from raising car registration is bad because its already expensive as it is they should find a whole nother way to get the money but over all its a good idea because the parks are like the last things that remain natural and are home to many thing and to close the would cause a down fall.

  86. Instead of everyone having to pay $18, the price should be based on what kind of car you're registering. That way those who buy a Mercedes will makes up for the people that have less money and can only afford to pay a couple of dollars towards state parks.

    Several people enjoy state parks, so they are worth having. State parks should get more funds so that they are properly protected and maintained, which will also increase the amount of people visiting the state parks. Adding $18 to car registration to generate funds for state parks is a good way to get money.However, if the money generated is not all going to be used for state parks, then it is not a good idea because that would just mean more taxes under the disguise of helping out state parks.

  94. State parks are definitely worth having. They allow us to fully expirence the beauty of our states wide abundance of land. State parks deserve the right to more funds because they offer a fun and educational time to the public. & if they had more funds for improvements around the area, I think that people would be more likely to visit quite often. I strongly agree with what Alison has said. How in reality prop 21 shows how greedy some people can be.

  97. California is known for its beauty and active agriculture. By eliminating state parks a sense of what California stands for is also eliminated. Preserving state parks also ensure nature. If we do not worry about the natural environment now, we never will. An extra 18 dollars a year is not an excessive amount. On that note I understand why some are unwilling to pay the amount. Perhaps they fear increasing annual car registration will lead to the increase of other fees. As long as fees are regulated, an increase in 18 dollars is worth the cost.

These parks are beautiful and deserve to remain to preserve the spectacle that is nature untouched. We would also get a free day in a park in return for our extra payment. That seems like a pretty darn good deal! People just need to calm down and accept good ideas when they come around, especially if they are harmless.

  107. If I were old enough to be able to vote on such legislation, prop 21 would most definitely have my vote. Although I don't visit the state parks very often, I do believe we need to make sure we keep certain lands of California designated to such a purpose. When the next generation comes along, it would be quite the disappointment to see them never be able to experience any of California's natural beauty as what once was Yosemite, may then be a new shopping mall or something of the like. I feel that at a mere $18 per year out of each of our pockets, that is a small price to pay to keep such a wonderful thing alive. If anything, when people were not able to pay the extra $18 and end up getting pulled over for late registration, those fines would only add to helping rectify our such severe budget crisis. I, however do not believe $18 is too much to ask and therefore, prop 21 should be put into action as soon as possible.

Sure, there are some people who don't ever visit them, but a majority of people do. Eighteen dollars is a very small amount of money that we should be able to procure pretty fast. I think it is worth it if it raises that much money to keep California pretty :)

It is just another way to suck up peoples money. It is like making people pay $18 to swim in the ocean or a lake. It is just not logical sounding.   115. I do not believe that tax payers should have to pay additional money in order to keep state parks going. They already have enough funding they should learn how to manage money better in these hard economic times. The parks are not used enough and although they are important and schools use them for educational purposes they should not be put on the top of the list. Right now there are many other things that could use the funding, although it would be unfortunate to see them shut down I do not believe people use state parks the same today and that is why they have become what they have.

  116. I don't believe it is fair to pay $18 for something you do not use. Not everybody in the state of California attends the national parks, so it would be unnecessary to have to pay for something you will not use. $18 may not seem like a lot of money for some people, but for others money is really tight, and they cannot be affording to spend almost $20, for something they will never use.

    Prop 21 would be good for those that love nature, but of course it would be unfair for those that do not. Also the money would help a lot but it would be unfair if those that payed do not have time to go to a park or some sort of recreational park. Overall it is a good idea but it should only be done voluntarily, instead of voting on it to make it a law. Many might also not have the money to be paying the 18 dollars, mostly to a cause that might not be a priority to them.

  130. 18 dollars is a small price to pay for state parks. i wish it would go to national parks as well, though. the only problem with taxes like these is the amount of money corrupt politicians take out of those funds for personal use.
    however, as for the consumer, 18 bucks is just like ordering a burger and a drink instead of a number 7, or whatever meal that floats your boat.

Then i also feel its a waste of money and time to pay $18 for the state park when you won't even be going there all the time, some people may, but i know i wouldn't always be at the state park;therefore, i think its not even worth it. State parks are in dire state and are in need of more funding and a more secure funding. This proposition gave the state parks just that.
